Breaking News: Fannie and Freddie formally announce 3% Down Programs | Simplifying The Market

Yesterday, HousingWire reported that both Fannie Mae and Freddie Mac formally announced their 3% down options on home purchases. Fannie Mae’s plan will be effective December 13, 2014 while the Freddie Mac plan will be available March 23, 2015. The HW article quotes FHFA Director Mel Watt:
“The new lending guidelines released today by Fannie Mae and Freddie Mac will enable creditworthy borrowers who can afford a mortgage, but lack the resources to pay a substantial down payment plus closing costs, to get a mortgage with 3% down. These underwriting guidelines provide a responsible approach to improving access to credit while ensuring safe and sound lending practices.”
This is great news to millions of purchasers that have been denied the opportunity to own their own home because of the almost impossible burden of saving for a 20% down payment.

Will these programs create future challenges?

Certain pundits fear that low down payment programs will create a wave of foreclosures down the road. Mr. Watt also addressed this concern:
“To mitigate risk, Fannie Mae and Freddie Mac will use their automated underwriting systems, which include compensating factors to evaluate a borrower’s creditworthiness. In addition, the new offerings will also include homeownership counseling, which improves borrower performance. FHFA will monitor the ongoing performance of these loans.”

Florida Reports More Sales and Higher Prices in September

The reports for September from both the Association of Florida Realtors® and the National Association of Realtors® are out and the news is good. This means not only are housing statistics improving from a national perspective, but also for Florida. 

Florida Realtors® reports more closed sales, higher median prices, increased new listings and a rise in inventory in September. Check out these Florida Statistics for September 2014:

  • Closed sales of single-family homes statewide totaled 20,792, up 13.5% over September 2013.
  • Inventory was at a 5.4-months' supply for single-family homes and at a 5.8-months' supply for townhouse-condo properties.
  • Statewide median sales prices in September rose year-over-year for both single-family homes and townhouse-condo properties.
  • Florida's townhouse-condo market, statewide closed sales totaled 8,622 last month, up 2 percent compared to September 2013.
  • Statewide median sales price for single-family existing homes rose to $180,000, a 5.9% increase year-over-year.
  • The statewide median price for townhouse-condo properties was $142,700, up 9.8% over the year-ago figure.
  • Short sales for condo-townhouse properties declined 57.9% while short sales for single-family homes dropped 48%.

The price of any item (including residential real estate) is determined by ‘supply and demand’.  If the supply of an item is larger than the amount of people looking to purchase that item, the price will decrease.
According to the National Association of Realtors (NAR), historically there is a natural decline in buyers looking to purchase a home (also known as foot traffic) as the winter months approach. Shown in the graph below:

NAR goes a step further to say that there is a direct correlation between “foot traffic” and “pending contracts/closed sales one to two months later”.

Bottom Line

The real estate market has done well to recover from the slow start we experienced due in part to the inclement weather at the beginning of 2014.  But with those winter months right around the corner, now may be the best time to get the best price.

Florida Real Estate Commission Scholarships Available!

 Florida Real Estate Commission Announces  2015 Real Estate Scholarships 


ORLANDO, Fla. – Sept. 22, 2014 – Know someone interested in a real estate career?
The Florida Real Estate Commission's (FREC) Education and Research Scholarships offers scholarship funding of $1,500 for undergraduates and $2,500 for graduate students working toward a real estate career.
But application time is short: The online process opens Sept. 22, 2014, and ends Nov. 3 at noon.
Who can apply: Students must be a Florida resident and be attending an accredited Florida college or university. Eligible students must be officially enrolled and pursuing a degree in real estate, or a degree with a concentration in real estate studies. Degrees can be at the undergraduate or graduate level.
Where to apply: Find the application online at FREC's website. Applications can only be submitted through the website, which also has a list of frequently asked questions (FAQs)
When to apply: Students can fill out the online applications beginning Monday, Sept. 22, 2014, until noon on Friday, Nov. 3. FREC advises applicants to apply.
Other criteria: Undergraduate students must maintain an overall "C" grade average (2.0 on a 4.0 scale) or higher. Graduate students must maintain an overall "B" grade average (3.0 on a 4.0 scale) or higher. School transcripts must be provided.
